Waterman went on to pro-
pose to the board that they con-
sider hiring off=duty deputies, at
$15 per hour for a minimum of 4
hours, to provide coverage in
Nucla when Gudermuth is
unavailable. He also proposed
that an intergovemmental agree-
ment be reached, whereby the
department would agree to cover
Nucla in the case of an emer-
gency when the Marshal is
unavailable. "We have a similar
agreement with Olathe,"
Waterman explained.
"But, as the county sheriff's
department, don't you have an
obligation to cover all of the
county, including Nucla?"
Board member, Larry Robuck,
asked of Waterman.
"Yes," Waterman replied.
"We are obligated to cover
emergency situations in the
town."
"What about non-emergency
situations, like having a dog in
your yard," the board wanted to
know.

group that, because Nucla is a
statutory town, the sheriff's
department is obligated to take
all calls in the town.
"There may be some
personality differences...
But it doesn't matter.
When it comes to a call,
we're all wearing
badges."
"I Understand budget and per-
sonnel problems," Robuck told
the sheriff. "But regardless of
that, the county still needs to be
available to the town of Nucla. I
don't think that this agreement
will solve all of the problems
between Nucla and Montrose
County. There needs to be better
communication."
"I'd like to clear up a few
rumors that I've heard in the
area regarding the sheriff's
department," Waterman then
said. "People don't think I've
been to the West End since I
took office, but I have been here
three times. I went seven weeks
without an undersheriff and had
to do both jobs. Now I have
Dick Deines as undersheriff, and
I hope to get some things ironed
out so that I can be here more
often. I like it here."
He continued, "Another
rumor is that the Town of Nucla
and the CBI kicked the Sheriff's
Department off the Williams
case. CBI can't kick us out of
anything. I made a formal
request that the CBI assist on the
Williams case outside of the city
limits. These rumors are hurting
our investigation:
"What we have with the
Williams case so far is that the
man is gone. His pick up is
found. We've discovered some
things in the investigation that I
can't reveal to anyone, not even
the Marshal. Our search and
rescue budget is nearly shot, but
today we had six divers search
the river where the truck was
found. Dick Williams asked if
two others from Nucla could
assist, and these eight people
were in the water'from 10 in the
morning until 4 this afternoon.
They did not recover anything.
"The lid to the toolbox has
been found three miles down-
stream from where the truck
was.
"There are rumors that the
Sheriff's Department screwed
this case up. I don't think we've
screwed anythingup. We have
ideas and leads. The Marshal is
conducting the investigation
inside the city, we are handling
the case outside of the city lim-
its. We have the truck in evi-

then voted for an executive ses-
sion that included Waterman,
Gudermuth and Honath. They
went into the session at 8:45
PM, and came out at approxi-
mately 10:15.
"Let the record show," said
Mayor deKoevend, :'That we
have discussed with the sheriff
and deputy DA the problems
that we have been having, and
we have agreed to work together
to get things straightened out."
